WEB SITE DEVELOPMENT GUIDELINES

I. St. Tammany Parish School Board Web Site


The St. Tammany Parish School Board (STPSB) maintains a district Web site. Material appropriate for the STPSB Web site includes St. Tammany Parish School Board information and school information. Personal or other information that is unrelated to education shall not be allowed on the STPSB Web site.

The St. Tammany Parish School Board Superintendent shall designate a STPSB Web Publisher responsible for maintaining the official STPSB Web site. All official STPSB material posted on the STPSB Web site must be approved through a process established by the St. Tammany Parish School Board Superintendent.

The St. Tammany Parish School Board Web site is not open for use by the general public, or for use by civic, political or religious organizations, or for other non-education related purposes as determined by the St. Tammany Parish School Board.


II. School Web Site


The school principal shall designate a faculty or staff member as the School Web manager responsible for managing and keeping current the school Web site and monitoring teacher and extracurricular organization Web pages.

The purpose of the school Web site shall be to benefit students, support education and research, facilitate teacher/parent communication, provide school information, and present information about the school to the community.

Information that is personal or that can reasonably be considered personal shall not be posted on or linked to school Web sites.
School Web sites shall be posted on the STPSB server for viewing by the general public. School Web sites may be accessed through links found on the STPSB Web site.

School Web sites are not open for use by the general public, or for use by civic, political or religious organizations, or for the other non-education related purposes as determined by the St. Tammany Parish School Board.


III. Teacher Classroom Web Pages


With the approval of the building principal, teachers may establish Web pages for use with class activities or to provide an educational resource for students, their parent or guardian, and/or other teachers. Teacher classroom Web pages may provide a parent or guardian with pertinent information such as classroom curriculum, student achievement, class schedule, homework assignments, weekly overview, newsletters, student projects, etc. Teachers shall be responsible for maintaining and keeping their sites current.

Teacher classroom Web pages shall be posted on the STPSB server for viewing by the general public. A teacher’s classroom Web pages may be accessed through links found on the school Web site where s/he teaches.

Teacher classroom Web pages are not open for use by the general public, or for use by civic, political or religious organizations, or for other non-education related purposes as determined by the St. Tammany Parish School Board.


IV. Student Educational Web Pages


     With the approval of the building principal and teacher, students may establish Educational Web pages.
     Material presented in the student’s educational Web page must be directly related to teacher assigned class projects.

  • Student educational Web pages must be reviewed by the teacher prior to posting to the Internet. All content and links must be directly related to an assigned class project. Grammar and spelling must be edited by the teacher as well.
  • All proposed content and links to a Web page must be reviewed and approved by authorized STPSB personnel prior to the creation or addition of content and links of a Web page.
  • Student educational Web pages must be posted to the Internet by the teacher or the school Web manager.
  • Student educational Web pages shall be removed at the end of the school year unless special arrangements are made with the building principal.
  • Student educational Web pages shall be posted on the STPSB server for viewing by the general public. A student educational Web page may be accessed through links found on the student’s teacher classroom Web page.

Student educational Web pages are not open for use by the general public, or for use by civic, political or religious organizations, or for other non-education related purposes as determined by the St. Tammany Parish School Board.


V. Extracurricular Organization Web pages


With the approval of the building principal and sponsoring teacher, extracurricular organizations may establish Web pages. Material presented on the organization’s Web page must relate specifically to organization activities.

  • Extracurricular organization Web pages must be edited by the sponsoring teacher prior to posting to the Internet and reviewed periodically for possible revisions and updates.
  • Extracurricular organization Web pages must be posted to the Internet by the sponsoring teacher or the school Web manager.
    Extracurricular organization Web pages shall be removed at the end of the school year unless special arrangements are made with the building principal.
  • Extracurricular organization Web pages shall be posted on the STPSB server for viewing by the general public. Extracurricular organization Web pages can be accessed through links found on the school Web site where the extracurricular organization is located.
  • Extracurricular organization Web pages are not open for use by the general public, or for use by civic, political or religious organizations, or for other non-education related purposes as determined by the St. Tammany Parish School Board.


VI. Web Page Requirements


     The following regulations shall be applied to all Web pages.


     Student Safety
  • Web pages shall not contain personal contact information about students, their family, and/or friends. Personal contact information includes home address, telephone numbers, home e-mail address, school address, work address, etc.
  • Students shall be identified by full name on Web pages only with their parent’s or guardian’s written permission.
  • Student photographs shall appear on Web pages only with their parent’s or guardian’s written permission. Photograph captions shall not include the last name of students when appearing on Web pages.
  • Original student work shall be published on Web pages only with their parent’s or guardian’s written permission.
  • Web page documents shall not include any information which indicates the physical location of students at a given time, other than attendance at a particular school or participation in activities.


     Accountability

  • All school, student, teacher, and extracurricular organization Web pages must be posted to a St. Tammany Parish School Board computer located at the St. Tammany Parish School Board’s Central Office.
  • In each school, the designated Web manager (i.e., resource helping teacher, technology coordinator, classroom teacher, etc.) shall be solely responsible for posting Web pages and ensuring that their pages meet the guidelines for content and format specified in these guidelines.
  • School principals and program administrators are responsible for knowing and approving the content of their school/program Web page.
  • All Web pages on the District’s server(s) are property of the School District. Web pages shall be deleted when a teacher or student leaves the school/district. Any page may be removed at the discretion of the school principal.


     Technical Standards

  • Commercial advertising on Web sites is prohibited.
  • Web page work shall be free of spelling and grammatical errors, monitored routinely to ensure that material is relevant, and checked to ensure that all links are functional and up-to-date.
  • Provisions of the STPSB Instructional Technology Use Policy shall govern material placed on Web pages.
  • Web pages shall not contain copyrighted or trademarked material belonging to others unless written permission to display such material has been obtained from the owner.
  • Material placed on Web pages is expected to meet age-appropriate academic standards.
  • Published e-mail addresses shall be restricted to e-mail addresses of school or school board personnel.
  • Web pages shall indicate when they were last updated and the e-mail address of the staff person responsible for the page.
  • Web pages shall have a link at the bottom of the page that will help users find their way to the appropriate home page.
  • Back-up copies of Web pages shall be maintained by the STPSB.


VII. Unacceptable Uses of Web Pages


     Unacceptable uses of Web pages include, but are not limited to:

  • publishing anything that violates a federal, state, or local law;
  • using profanity, obscenity, or other language that may be offensive to other users;
  • attacking, insulting, or harassing other people, organizations, religion, or ethnicity;
  • posting false or defamatory information about a person, group, or organization which might injure that person, group, or organization;
  • violating the privacy of a person by posting personal contact information, such as work or home address, telephone number, e-mail address, photographs, or names;
  • not respecting the rights of copyright owners. Copyright infringement occurs when an individual inappropriately reproduces a work that is protected by a copyright. If a work contains language that specifies acceptable use of that work, the student should follow the expressed requirements. If the student is unsure whether or not they can use a work, s/he should request permission from the copyright owner.
  • using a Web page for financial gain, for commercial activity, or for any illegal activity;
  • displaying offensive or pornographic messages and pictures;
  • using a Web site for political or other forms of lobbying; and
  • use of a Web site or Web page by the general public, or for use by civic, political or religious organizations, or for other non-education related purposes as determined by the St. Tammany Parish School Board.
