I. Tests administered by or through the St. Tammany Parish Public School System shall include, but not be limited to:
A. Partnership for Assessment of Readiness for College and Careers (PARCC)
B. Louisiana Educational Assessment Program (LEAP)
C. integrated Louisiana Educational Assessment Program (iLEAP)
D. NRT Placement Test
E. Louisiana Alternate Assessment Test (LAA 1 and LAA 2)
F. Explore, Plan, and ACT Series (EPAS)
G. Proficiency Tests (subjects for unit credit)
H. End of Course (EOC)
J. National Assessment of Educational Progress (NAEP)
II. Individuals shall adhere to all procedures specified in all operation manuals that govern testing programs in St. Tammany Parish Public Schools.
III. It shall be a violation of test security for any person (employees and/or students) to:
A. Administer tests in a manner that is inconsistent with the administrative instructions provided by the St. Tammany Parish Public School System, and by extension, its representatives, and which would give examinees an unfair advantage or disadvantage;
B. Give examinees access to test questions prior to testing;
C. Copy, photograph, reproduce, or use in any manner inconsistent with test regulations all or part of any secure test booklet, answer documents, or supplementary secure materials (e.g., writing prompts, science tasks);
D. Coach examinees during testing; alter or interfere with examinee’s responses in any manner;
E. Provide answers to students in any manner before or during the test, including provision of cues, clues, hints, and/or actual answers in any form – written, printed, verbal or nonverbal;
F. Administer published parallel, previously administered, or current forms of any statewide assessment practice test; such forms of a test must be kept in a predetermined locked, secure area at the district office;
G. Fail to follow security regulations for distribution and return of “secure” tests, answer documents, supplementary materials, as well as overages as directed; or fail to account for and secure test materials and answer documents as well as overages before, during, or after testing;
H. Allow secure materials to be left in open areas or unattended at any time;
I. Conduct testing in environments that differ from the usual classroom environment without prior permission from the Louisiana Department of Education, Division of Student Standards and Assessments;
J. Fail to report any testing irregularities or breaches of security to the District Test Coordinator (a “testing irregularity” is any incident in test handling or administration that leads to a question regarding the security of the test or the accuracy and/or validity of the test data; a breach of security is not limited to any violation of the articles set forth in this document) who shall report such incidents to the Division of Student Standards and Assessments; and
K. Participate in, direct, aid, counsel, assist in, encourage, or fail to report any of the acts prohibited in this section.
IV. NO ONE IS TO HAVE THE OPPORTUNITY TO EXAMINE ANY TEST AT ANY TIME EXCEPT THE STUDENT DURING THE TEST. Exception: Test administrators while providing the accommodations “Tests Read Aloud” or “Communication Assistance” for students determined to be eligible for those accommodations. These test administrators are still required to adhere to the other security measures as outlined in this policy.
V. Any school personnel who allows or breaches test security shall be disciplined in accordance with the provisions of R.S. 17:416 et seq., R.S. 17:441 et seq., policy and regulations adopted by the Board of Elementary and Secondary Education, all related laws that shall be enacted by the Louisiana Legislature, and policies adopted by the St. Tammany Parish School Board. Disciplinary action may run concurrently or in addition to actions taken by any of these governing units.
I. The District (Parish) Test Coordinator (DTC) shall be designated by the St. Tammany Parish School Board to procure the test instruments which are utilized in testing programs administered by or through the State Board of Elementary and Secondary Education, the State Department of Education or the St. Tammany Parish School Board. The name of the DTC must be provided in writing to the Division of Student Standards and Assessment (LDC) on the form “Statement of Assurance” (see attached form). The DTC shall also be responsible for assessing testing material needs, ordering tests, receiving and inventorying tests for the parish. The DTC shall assume other duties in testing as required by his/her job description and other work activities as designated by the Assistant Superintendent of Curriculum and Instruction.
II. All test materials shall be kept in a secure, locked storage area prior to and after administration of any test. Personnel with access to the storage area will be registered with the St. Tammany Parish Public School System supervisor who oversees the testing program.
III. A description and record of professional development with handouts shall be provided by the DTC in the form of a mandatory test inservice. The inservice shall consist of and stress test security, test administration, and security procedures for use and display of individual student test data. Each School Test Coordinator (STC) shall also provide similar inservice training sessions to their faculty and staff.
IV. All test materials shall be accounted for and written documentation kept by the DTC each time test materials are distributed and returned. Additional personnel will be made available to the DTC for this task(s) upon approval by the Superintendent.
V. Any discrepancies noted in the test inventory as sent by contractors shall be reported by telephone to the Louisiana Department of Education, Bureau of Accountability, or directly to the contractors if directed so by the state department. This shall be done prior to the administration of the specific test.
VI. If test materials are determined to be missing after being delivered to the district testing center, the DTC shall immediately, by telephone, inform the St. Tammany Parish Public School System Supervisor of Testing, the Assistant Superintendent for Curriculum and Instruction and the State Department of Education. The DTC will investigate the cause for the discrepancy and provide a report of the investigation to the Supervisor of Testing and to the Assistant Superintendent for Curriculum and Instruction.
VII. The Supervisor of Testing may further investigate and submit a final report to the Assistant Superintendent for Curriculum and Instruction, the Superintendent of Schools and, if necessary, the Department of Education. The report shall be finalized within twenty (20) calendar days of discovery of the discrepancy. The report will include, but not be limited to, the nature of the situation, the time and place of occurrence, names of involved persons, and names of witnesses, if any.
I. All test materials shall be kept in a secure, locked storage area prior to and after administration of tests. Test administrators are to be given access to the tests ONLY on the day the test is to be administered, and the tests are to be retrieved immediately after testing is completed for the day and returned to a locked, secure location each day of the testing. Personnel with access to the storage area will be registered with the principal of the school.
II. The School Test Coordinator (STC) shall account for and keep written documentation for test materials each time test materials are distributed and returned within the school.
III. Discrepancies and/or missing material shall be reported following the procedures outlined in III A-C.
A. Any discrepancies noted in the test inventory as received from the parish District Test Coordinator (DTC) shall be reported to the office of the DTC. This shall be done immediately by telephone followed by a detailed fax or letter explaining the discrepancy and listing any missing material.
B. If a discrepancy or breach of security occurs while test materials are in the possession of the school, the STC shall notify the principal and the DTC and report the general situation.
C. If a discrepancy is reported on the Missing Documents Report (s), the DTC will immediately notify by fax and/or telephone the STC and/or principal of the school. The DTC will include documentation of the missing materials and instructions on how to proceed. A follow-up memo will be sent at a later date from the DTC with the appropriate supervisor signatures confirming the immediate notice.
IV. In situations where breaches of security and/or missing materials occur, the DTC shall advise the STC and/or principal of general procedures to follow and determine if a more specific investigation is warranted. If further study is needed, the DTC shall initiate and assist in implementing the following procedures:
A. The STC shall investigate and record any irregularities or discrepancies and submit a written report to the principal and a copy of the report to the DTC.
B. If necessary, the location of the predetermined, locked, secure area for storage shall be examined, and the individual(s) with access to secure materials shall be identified.
C. Interviews shall be conducted by the STC, principal, and/or DTC with students in the identified classes or testing areas regarding testing procedures, layout of the classroom or testing area, access to test materials before the test, and access to unauthorized materials during testing.
D. The test administrator (teacher) or others involved with the discrepancy or potential security breach shall be interviewed by the STC, principal, and/or DTC and submit a written report to the Assistant Superintendent for Curriculum and Instruction with recommendations, including disciplinary action, if necessary. The report will be finalized within fifteen (15) calendar days of the discovery of the discrepancy or breach of security. The report will also include, but not be limited to, the nature of the situation, the time and place of occurrence, names of involved persons, and names of witnesses if any. A copy of this report will be given to all parties involved including, but not limited to, the principal, DTC, and Supervisor of Testing.
E. The principal shall keep a copy of the responsible party’s report on file for a period of two consecutive testing periods plus two months. The report shall be signed by both the principal and responsible party and shall be discarded after the time period if no further violations of test security occur involving the same party. A copy of the report shall be submitted to the Assistant Superintendent for Curriculum and Instruction with the same provisions.
F. Upon review of the principal’s report, the Assistant Superintendent shall: (1) accept the report; or (2) reject it and continue to investigate, using personnel from outside the immediate school staff. A report shall be sent to the Superintendent for review. The Superintendent shall submit a written report and a written plan of action to the State Department of Education and/or the State Superintendent of Education within thirty (30) calendar days of the initiation of the investigation.
G. If a second breach of security occurs within the time specified in the school and/or individual will be subject to probation for the next fourteen (14) months following the second investigation. A third occurrence during the probationary period will subject the school and/or individual(s) to disciplinary action.
H. If the irregularity or discrepancy involves student scores, the principal will provide written notice of the situation to the parents of students involved and the effect on those students’ scores on that test or subtest. The principal may provide any other explanation he/she feels would be necessary information for the parents and their children, including the student’s right to take the test in question again AT THE NEXT ADMINISTRATION PERIOD if the test is deemed high stakes.
V. Any individual who knowingly engages in any activity during testing that results in invalidation of scores derived from the Partnership for Assessment of Readiness for College and Careers (PARCC), Louisiana Educational Assessment Program (LEAP), or End of Course (EOC) shall forfeit the test results but will be allowed to retake the test at the next test administration.
VI. Anyone known to be involved in the presentation of forged, counterfeit, or altered identification for the purposes of obtaining admission to a test administration site for any test administered by St. Tammany Parish School System through the State Board of Elementary and Secondary Education or the Louisiana Department of Education shall have breached test security. Any individual who knowingly causes or allows the presentation of forged, counterfeit, or altered identification for the purpose of obtaining admission to any test administration site must forfeit all test scores but will be allowed to retake the test at the next test administration.
VII. Any employee of the St. Tammany School System who knowingly is involved in or allows a student permission to participate in, or admission to, a test administration under false presentations or pretenses shall be subject to the provisions of R.S. 17:416 et seq., R.S. 17:441 et seq., policy and regulations adopted by the Board of Elementary and Secondary Education, all related laws that shall be enacted by the Louisiana Legislature, and policies adopted by the St. Tammany School Board. Disciplinary action may run concurrently or in addition to actions taken by any of these governing units.
VIII. Only trained personnel (those who have been in-serviced during the current testing year and who are certified teaching personnel) shall be allowed to have access to or administer high stakes tests. Trained certified personnel, paraprofessionals, and any retired certified persons shall be allowed to have access to or administer any non-high stakes standardized tests. (Access is defined as handling, distributing, and collecting but not reading or examining items of the test. Exception as stated in General Provisions, I-D)
IX. School officials shall take appropriate measures to ensure (as stated in the St. Tammany Parish School Board Discipline Handbook) that no student in the testing area have access or be in possession of cell phones, pagers, CD players, radios, and other electronic devices that are disruptive and/or pose a potential breach of security.
X. Testing shall be conducted in class-sized groups, as “class size” as defined in Bulletin 741 (no more than 26 students in K-3, and 33 in grades 4-12. Permission for testing in environments that differ from the usual classroom environment must be obtained in written form (see attached form) from the Louisiana Department of Education, Division of Standards and Assessments at least thirty (30) days prior to testing. If approved by the Louisiana Department of Education, the school shall provide at least one proctor for every 30 students.
Returning Test Materials
I. The STC and principal of the school shall be responsible for returning the test materials in the manner outlined by the DTC at the yearly test inservice or by subsequent notified changes thereafter. Notified changes shall take the form of newsletters, e-mail messages, faxes, courier notices, or telephone calls.
II. Discrepancies found at the time of the returns will be handled immediately. This shall take the form of, but not be limited to, having the STC return to their school to conduct searches, calling the school personnel and having material delivered, conducting a second recount of materials.
III. The DTC shall submit a report to the Assistant Superintendent for Instruction explaining the reasons for any failure to return all materials by a school. All involved personnel shall be noted in the report.
Parishwide Web-Based Reporting Policy
I The Parish web-based system consists of the LEAPweb and LEAPdata.
II. Parishwide web-based reporting shall be under the direction of the District Test Coordinator (DTC). The DTC shall acquire the necessary password from the state department and be responsible for ensuring the security of its use.
III. Access to the password and the Web-Based Report System at the parishwide level shall be restricted to the DTC, Supervisor of Testing, Assistant Superintendent for Instruction, and the Superintendent of St. Tammany School System, herein referred to as the Web-Based System Staff.
IV. Written permission shall be required from any of the Web-Based System Staff for any other St. Tammany School System personnel to use the parishwide reporting system.
V. Outside agencies or consultants must obtain the written permission of the Assistant Superintendent for Instruction for use of the parishwide reporting system.
VI. The DTC shall be responsible for providing training regarding the security and confidentiality of individual student test data and of aggregated data of fewer than ten students.
VII. Other than the necessary use by the Web-Based System Staff, student-level data cannot be printed, copied, downloaded, or otherwise moved to disk, CD, or any other transfer device by other personnel without the written permission of the Assistant Superintendent for Instruction.
VIII. Users of the parishwide Web-Based System via computer must never leave the system open and unattended when student test data is visible on the screen. The parishwide Web-Based System must be shut down or otherwise disabled when not in immediate use.
Schoolwide Web-Based Reporting Policy
I. The Schoolwide web-based system consists of the LEAPweb and LEAPdata.
II. Schoolwide web-based reporting shall be under the direction of the School Test Coordinator (STC). The Principal, assistant principal, or STC shall acquire the necessary password from the District Test Coordinator and be responsible for ensuring the security of its use.
III. Access to the password and the School Web-Based Report System shall be restricted to the STC, Counselors, Assistant Principals, and Principals, herein referred to as the School Web-Based System Staff.
IV. Written permission shall be required from any of the School Web-Based System Staff for any other St. Tammany school personnel to use the reporting system.
V. Outside agencies or consultants must obtain the written permission of the School Principal for use of the school reporting system.
VI. The STC shall be responsible for providing training regarding the security and confidentiality of individual student test data and of aggregated data of fewer than ten students.
VII. Other than the necessary use by the School Web-Based System Staff, student-level data cannot be printed, copied, downloaded, or otherwise moved to disk, CD, or any other transfer device by other personnel without the written permission of the School Principal.
VIII. Users of the Web-Based System via computer must never leave the system open and unattended when student test data is visible on the screen. The School Web-Based System must be shut down or otherwise disabled when not in immediate use.
Pre- and Post-Test Policy
I. The DTC shall implement the following procedures to aide in ensuring security in administration of systemwide testing:
A. Alert STC to the possible circumstances and consequences of an irregularity or discrepancy at each annual testing inservice including, but not limited to, supplying them with a copy of the Parish Test Policy.
B. Emphasize that any irregularities or the perception of one, that occur before, during, or after the administration of a test shall be reported to the STC within that same testing period (day) or as soon as possible after the discovery of an irregularity. The STC will determine if a breach of security has taken place and if so, notify the principal and the DTC.
C. Advise the school as provided for in the School-Based Security section of this document.
II. Guidelines for rescoring
A. The scoring of the tests in the St. Tammany Parish Public School System are done through electronic scanning by various out-of-state companies. No local electronic scanning is done in St. Tammany Parish. Decisions to rescore a test or tests shall be subject to the following guidelines:
1. For mandated test by the State Department of Education, the guidelines set by the state, including deadlines and fees, shall be followed. The DTC will supply notice of guidelines and deadlines, and fees to the STC at each testing inservice. The STC shall be responsible for distributing the information to the students and parents at the time schools receive their students' test results.
2. For tests that are not state-mandated but given by the St. Tammany Parish Public School System for diagnostic purposes and for continuity in assessing growth, the following procedures must be followed.
a. Requests for rescoring must be submitted through the principal of the school in which the student is enrolled.
b. The principal shall make a determination as to the merit of the request and either reject or approve it.
c. A Request for Rescoring Form (located in the School Test Coordinator’s Manual) must be submitted to the DTC by the school complete with the proper signatures and student information.
d. The deadline for requesting any rescoring shall be 45 calendar days after the return of the initial test results to the school.
B. Upon receipt of the authorized Request for Rescoring form and the fee, the DTC shall assess the need and the feasibility of rescoring and, if necessary, take steps to solve the problem.
III. Use and ordering of large print and Braille tests
A. Large print and Braille tests should only be used by those individuals who have a need as shown by provisions in an Individual Education Program (IEP) and/or Section 504, or the Visual-Impaired Program.
B. Large print or Braille tests are special tests that must be ordered well in advance of any test administration. Special education teachers of these students must notify the STC of their need for these tests no later than eight (8) weeks prior to the test period.
C. The STC must notify the DTC no later than two (2) weeks prior to the testing period of any need for large print or Braille tests.
D. In case of emergencies, the Assistant Superintendent for Curriculum and Instruction shall authorize special procedures for acquiring the large print tests.
ACT – College admissions and placement test taken by high school students.
ACT EXPLORE – A single mandatory career guidance inventory (test) administered to eighth and ninth graders. It is given in the first semester and is used, among other things, to schedule courses in high school.
ACT PLAN - A state career guidance inventory (test) for tenth graders. It is given in the first semester and is used for a variety of purposes including scheduling courses in high school and career guidance.
Breach of security – Any action that would compromise the integrity of the test, including but not limited to, those actions listed in the General Provisions. Section III, A-K.
Discrepancy – Tests that are missing, lost, or otherwise unaccounted for.
DTC – District Test Coordinator
End–of –Course Tests (EOC) – A criterion-referenced and standards-based on-line assessment that will be administered to high school students enrolled in and/or receiving credit beginning in the fall of 2007. The tests will be phased in over a period of six years and will used to assess eight high school courses (Algebra I, English II, Physical Science, Civics, English III, Biology, Geometry, and American History).
iLEAP – Referred to as an integrated LEAP test because it combines a norm-referenced test and a criterion-referenced test.
Irregularity – Any action, procedure, or lack of procedure or action that is not in accordance with the stated standard rules of testing and assessment.
Louisiana Alternate Assessment (LAA) – The equivalent of the LEAP
21test designed for those students in the system classified as Alternate Assessment.
National Assessment of Educational Progress (NAEP) – Known as the Nation’s Report Card, NAEP is administered nationally to a random stratified sample population of students to gather data about subject-matter achievement, instructional experiences, and school environment.
NRT Placement Test – A substitute for the LEAP
21 test for those students entering the fifth or ninth grade who must take the test but enter too late to take the Spring or Summer LEAP test.
PARCC- Partnership for Assessment of Readiness for College and Careers
Parish-Based security – Test security actions taken or adhered to at the St. Tammany Parish Public School System level.
School-Based security – Test security actions taken or adhered to at the local school level.
STC – School Test Coordinator
Web-Based Reporting System – A computerized system for accessing student test data provided by the state utilizing the Internet.
